a)No Black cannot win easily because this is a draw position and Black cannot escape force move from white.
b)Yes 1.Bf2 save white from losing by a stalemate.The continuation 1....e3 2.Bxe3 Qxe3 3.Qf2 Qxf2 4.a5+ Kxa5
