Answer
a)Yes.White can find a draw move in this position by 1.Rxh6! Bxh6 2.Be6+ Kh7 3.Qf7 Bg7 4.Qh5 Bh6 5.Qf7 perpetual check but why waste 1/2 point in winning position.
b)Yes.White also win in this position by 1.Rxh6! Bxh6 (1...Qc5+ 2.Kh1 Rc1 3.Be6#) 2.Be6+ Kh7(2... Kh8 3.Qf6+ Bg7 4.Qh5+) 3.Qf7 Bg7 4.Bf5+ Kh8 5.Qh5+ Kg8 6.Be6+ Kf8 7.Qf7#
